C# or C++ Utility to move files in different dirs on Windows 7

Develop a utility program using C# or C++ on Windows 7. It's a quick turn around project and I need it by 29th Oct 10.00pm US CST. Details for the functionality, ConvertAndMoveFiles <srcdir> <hdir> <intdir> [e1dir] [e2dir] 1. Check if number of args is less than 4 then return after printing usage message. 2. Change working dir/current dir to srcdir. 3. Check if any pdf file exists in current dir. If no pdf file found exit. 4. Find all txt files in the current dir. If none found exit. 5. Sort all txt by time of modification. 6. Move all txt files except the latest file ([login to view URL]) to intdir 7. Open the [login to view URL] file in current dir. Read the log dir. (txt file contains data with tab delimited fields in each line). 8. Find the word doc file in the path created using path specified in registry entry. 9. Execute a system command on the word document. 10. Move the [login to view URL] to hdir 11. Copy the pdf files in current dir to e1dir and e2dir 12. Delete the pdf files in current dir. I will provide the sample text files once the bidder is accepted. Developer needs to provide fully commented code. I will build and test the code before final acceptance.
