Build a roulette wheel

We require a stand-alone wheel that will be used to engage the public in conversation. An individual will spin the wheel (like a contestant in a game show). The wheel will land on 1 of 8 questions. They will discuss that question with our staff. The wheel should be on a stand so that it is about 5.5 feet tall. It should be approximately 2 feet in diameter. It will have an arrow/needle to "land" on the question. We will create a page that can be taped on to the wheel with the questions (so that the questions can be changed for future uses).
