I recommend you to use an already developed ecommerce web application and modify it to your needs. Popular ecommerce systems are: Magento, OpenCart Magento is recommended. I'd be glad to design your web site as you request. I worked before for an IT company in London. They're called Bidoo Limited, and they're running an auction web site. So I'm very used to this kind of business. You didn't really specify whether you ONLY need someone to implement your graphics or maybe develop the entire store, but it's no really a problem as I can definitely do it. As my profile says I'm very proficient in PHP and HTML5\CSS3\jQuery are my best friends (to be honest I always prefer to use pure javascript whenever I can as it deliver better performances). I'm pretty sure you'll also need a responsive design and that's something that sometimes is hard to ensure on Internet Explorer but I have experience on that and I know a lot of workaround about that.
