Convert a Template to a Website

Hi, I have an html theme and i want to convert it to magento 2 exactly as the html version. let me know if you are a certified developer only. **Beware** Indian freelancers or any, please do not bid without understand the concept or just copy past. Read and only bid if you are capable to do the project perfectly. Chat for more details. I have 2 choice. either to convert an html template to magento 2 or either to edit an existing magento 2 theme and to add and edit some to match the original html template. budget between 20 - 30USD only. as the whole theme can cost me about 89$ and it will be useless if i spend more.
