Normally it should be able to run on android and Iphone since it just 540* 960 with 30 frames per second. But it can be further reduce as you require. I will convert it to mp4 file having size 11Mb (320*568 pixels, Aspect ration 16:9). Usually MOV formats are heavy so mp4 format will be give much better performance. and most of mobile support mp4 format. There are other formats available with much reduced size. Remember reducing size will always reduced quality of video. I will provide you with sample so the provided video is upto your needs.
