Develop a Ionic App + Website -- 2

I bought this Ionic Framework app template from [login to view URL] And want someone to convert it into actual app for android and ios release. App template is ready in Ionic framework so lot of work is already done. I just want this to hook up to server so everything is sync from server and also works as website and mobile app. So this should work as website so we can publish it on IIS using SQL database as well as be able to publish as app to app store and play store. Ideally, I want to develop web service using .net, sql which will serve Ionic app for mobile and website. web service will be json web service. And I want all features from the app template implemented as web APIs. short list of items I am looking at is: 1. Customisable Intro pages for app and website on login with do not show again option. 2. sign up, login, forgot password, manage profile, change password, change personal details, display picture, etc. keep track of user location on server via web api all time. I want sign up to ask for House ID which will be unique id used to group users together. 3. On login, user can see other users with same House ID. 4. On website, admin can Enable disable users or house ids which will disable all users for that house id. 5. All charts i.e. bar chart, polar chart, pie chart, donut chart to work using data coming from web API. These should refresh live when open on screen. 6. On website, need admin area where only admin user can access, where admin can maintain device types. each device type has different set of fields like on off or range or percentage. 7. Once logged in, user can add locations, rooms, and any type of devices in each area, based on device it will show different controls for the device as used in app template. All this information is always stored on server so it looks exactly same as on app when logged in to website via desktop. 8. Scheduler section - user should be able to create schedules via app or website for any device to turn on or off, or change range value at certain times of days, etc. 9. Live dashboard : this is main screen that user goes to once logged in on website and app both. With graph as shown in app template refreshing every few seconds, with data coming from web API. 10. 3 tabs on dashboard as shown in app template for home, favorites and settings. 11. on Top right corner I want dropdown button which shows all unread notifications. 12. All notifications should come from server whenever there is new entry on sql table. this can be done via new thread running in background. SQL table will have fields such as house id, notification text, user id, etc. admin should be able to send new notifications via admin area to specific house, user or everyone.
