Proprietary video codec development own format and extension

This project is for an experienced programmers to develop a proprietary video codec with its own file format and extension. The development will include support streaming over the internet of 4K Ultra high definition television (3840 × 2160 resolution 1.78:1 ratio 8,294,400 pixels). We take HEVC (H.265) as a base for development. We implement the codec and support for multiple platforms (SilverLight player, mediaElement, VLC, etc). Final product result is a software player that will stream/play encoded content over the internet. Preferably build on Microsoft Silverlight Media Framework. The bidder must sign NDA prior to bidding.
