Draw and edit rectangles C#

I want a C# windows forms application used to draw rectangles on pictures. Requirements: [login to view URL] images from a directory and cycle through them left and right by using keypresses. [login to view URL] the current image in a picturebox. The dimensions of the picture box should match the image. The most frequent image value is 1280x720. [login to view URL] rectangles over image in picturebox based on coordinates read from a text file for each image. Each image file has also a text file with labels. Matching order of rectangle coordinates with the tags for color. 4. I want to click on rectangles in picturebox to select them. The selected rectangle should change color to other color. I want to be able to choose a new label for this rectangle from a list of labels. 5. I want to be able to delete selected rectangle using a keypress. 6. I want to be able to delete all rectangles with other keypress. 7. I want to be able to read back all the rectangles from the text files. 8. I want to be able to draw new rectangles and select for each them a tag from the list. 9. Using the keypress for going to next image or back to previous image should save the rectangle coordinates and label back to the text files and update them. I dont want buttons or other controls on the form. Just the pictureBox. I would want a popup dialog at first to ask for the directory containing the images. Images containing "detections" in name should be ignored. The list of labels should be read from a csv file containing text. ("label1,label2,.."). When I click on a rectangle, a popup should ask for a label from the list or to delete the rectangle. There should be N+1 options, the first N ones are the labels from the list, the last one is Delete. Picking delete should remove the rectangle. Rectangles drawn on image load should match the ones from "detections" image. Those images are for testing. I attached a sample sln and demo input. I need this to be done as simple as possible and I need it shortly. I am waiting for your offers. I would appreciate a windows forms graphics experienced person who can do this job fast and easy.
