Data parsing extraction from the log into INI format

Need a tiny program and the source code for windows that require no dependencies to run. Programs needs to retrieve S.M.A.R.T. values and other things like temperature and etc. from the log file exported by smartctl and save it into a file of INI format. It needs to be compatible with Windows XP all the way up to Windows 10. The program will also have a config file that will have few options to set which controls what goes into Output file.
