Need someone with knowledge of email marketing/creating effective emails and can manage campaign effectively + other things like seo

I am looking for an individual or company that can create effective emails for my business and send them out to potential customers I am trying to target. Someone who can get a good open and click thru rate and manage the campaign to figure out what is working and what is not. Also would help if person had experience with data mining but not necessary. Any good experience with seo would help as well. Overall mostly looking for an expert in not just coming up with a good sales email template for me to send out but someone who has good knowledge of email marketing services and emails that will get results and can upload a list and send out emails and monitor the response. Industry is in real estate cleaning for agents and property management companies. Other things that I am interested in is someone who can help me get more online reviews and more local traffic to my site and just do anything that will help boost sales and revenue. Peter
