My aim is always to make the system easy to use, so that any staff, even with minimal training, can start using it and navigate to the areas they require. Some questions for you to think about: What computer/mobile Operating Systems are you planning to use this on? Are you planning to host this locally or on a remote server? How many people may use this at the same time? Staff logging in twice a day to enter their work hours may be counted as one. For entering existing data into this database, I would recommend you use a simple Excel spreadsheet or another program with CSV format.
