Program or plugin to detect motion on the screen and alert me

I need a Windows program or browser plugin (Chrome) to alert me when there is a movement on a specified portion of the screen. See attached - I want to be able to define two zones (yellow dotted line) and then when there is a movement in that area to be notified by audio alert. The attached is a screenshot of a histogram and the bars go up and down, I need an alert when they reach the red area or whatever area I specify. This histogram is a page in browser, so it doesn't have to be a standalone program, it can be a plugin for Chrome. It's important that I can draw a rectangular of the area I want to monitor and that I can define two such areas.
