Build me a Medium Complexity App - repost

I have had an iphone App scoped up by a developer outside of freelancer but I am concerned on their price. The app is a video recording App with a unique feature that records and contains a video library. The unique feature may prove challenging to develop and get working, or it may be rather easy. The developer i have been looking at believes the same and that it may be either hard or easy. I am also looking to create an audio recording App simultaneously if i find the right developer. I am happy to provide the App scope and award the work if i find a developer that is skilled in producing high quality Apps and reasonable prices.
