Angular 5 + nodejs app development with tdd aproach - we starting tdd aproach need someone who know how to implement tdd aproach to delivering for us some project

I am CEO of company who own some starting SAAS platform - we got all coded in angularjs with nodejs behind - we want to extend our functionalities by create new project in gitlab and deploy totally new app with same authorization and jump between apps by urls - soo new apps can be builded with angular 5 and nodejs - for code standard i would like to (have es6 or typescript) + babel. I am open to pay for few hours at start just for planing and desing new functionality - then define together functionality to code in 1 stage of project - and open 2 stage about realization - after working prototype stage i would like to make team review of this prototype with YOURS explenation about TDD aproach - my goal is to switch from solving codding issues into TDD codding (got belive in that) and solving less codding issues. After this i would like to open new project about doing some code reviews for my team - this code reviews would point developers who not using this practice - and dont thing about what to code before they start code (we are not big team soo no much code to review daily) Another area is review pointed by us code and make some proposals about refactoring - or add some tests if they needed 1 stage = would like to spend around 4 yours hours of work (mostly in chat and design description) then would like to define rules for stage 2 I am open for hourly based payments too
