Integrate custom HTML, CSS, and Javascript with Weebly

Hey there, I'm new to Weebly, so I'm not too sure about the details with how adding custom code to it works. This is what I am trying to accomplish: If you go this website: [login to view URL] Can you see how if you move your mouse around the title background, it unblurs the image wherever your mouse moves for a certain amount of time? I have a HTML, CSS, and Javascript code that mimics this functionality, however, I have to give it the image. I don't mind giving you the code files to take a look at either. If you copy paste all of the code onto a website called [login to view URL] you can quickly see what my code does. Thing is, the image that I unblur in Weebly will not be the image in my code files. I want to be able to upload my own background image into Weebly then have the script be able to get that image and use it as the source for blurring/unblurring. Alternatively, if you have another simpler method for copying what this website ( [login to view URL]) has done on their title page with the special blurring/unblurring, let me know cause I am open to other methods of accomplishing that. Let me know if you think you can get this to work with Weebly. My budget is around $10 and you have pretty much any amount of time you need to complete this.
