ANDROID TO DO LIST

I need an Android app. I would like it designed and built. Need a TWO SECTION (arranged like two columns, but not two ugly boxes, but two areas of the same screen) 'TO DO LIST', nice and pretty and eye-catching. The left side is blue in background and tasks are added here, any number of tasks. The right side is red in color (the two colors fade/merge into each other). You drag tasks from left to right or right to left. You can delete a task. You can add new tasks on the left. Each task is on a white 'tile' image, like a piece of rock, that is grey white in color. The task can be moved up and down also. On the left side the lettering on the white tile will be blue, and on the right side the lettering on the white tiles will be red. The basic concept is this: the user can create his big list of things he has to do on the left side, and each new task appear on a new pebble. the pebble must resize to accomodate his task of course. He can move them up and down to prioritize his tasks. Then he can select the few that he wants to do rightaway to the right side (the hotzone) In basic version he can create 10 tasks. He can upgrade to Pro using in app payment. If he tries to make more than 11 tasks he sees a message 'Please upgrade to create more tasks'. And then he gets the in app purchase button. This is a single screen app (plus a splash screen and upgrade screen to make in app purchase) The splash screen should have the logo (will provide) . When the app is first installed there should be two links (will provide url later) with check boxes TERMS AND CONDITIONS and PRIVACY POLICY and user has to check the boxes and accept to proceed with installation. Budget is $50. NO BIDS FROM INDIA PLEASE. And please remember this is not a school project, this is for real users, so it should be user friendly and easy to use and NOT ANNOYING.
