build a clock widget to specific design

I need a port of the analogue clock from the Sony Xperia devices. The clock in question is the lockscreen clock as pictured in the attachment including date and time. The clock should: * include settings for colour of seconds marker, date format, colour of minute markers and hands * be centered and stretched when widget is resized on desktop (maintaining aspect ratio) * be usable as lockscreen widget AND desktop widget * be compatible with 3rd party launchers Upon completion, all source files and an apk should be deliverable.
