I am looking for a VERY basic website template that allows users to create accounts and login. I am teaching myself as I go but need the shell to get started. I am looking to start a blog website where users will be able to read acrticles and when logged in comment on the articles. My budget is very small and would prefer to only have to supply positive feedback as this will take professionals a minute or less since they will already have this shell template. I will be willing to pay later down the line if I get stuck with the design.

You require the follow things; 1) Quick registration form (username, email address and password) 2) Login form (login by username or/both email address and password) 3) A page that will only display to a user who is logged or otherwise redirect to login page. 4) And a database for the user details. If this is what you require then I can do this for you quickly and code it understandably with comments.
