WordPress Comment Exchange Plugin

I run a website that is a member directory and comment exchange. The idea of the comment exchange is that a member will be emailed a certain number of other members to comment on within a set amount of time, and they will also be informed on who is selected to comment on their website. Nothing like this exists (that I have found) in plugin or php script form, so I have to do most of the work manually. With a combination of WordPress, membership plugin, email plugin and also use excel externally. What should be a simple task of getting random users, can take hours to complete and email. Below is an overview of what the plugin should be able to do. Please keep in mind I am not a developer, but I am trying to be as clear and specific as I can. // Members - Either, have members join as users or create a new table specifically for members - Allow for members to include set fields (such as name, email, website) - Allow the creation of custom fields for members (such as; blog category) - Allow for members to join (with a custom join form shortcode) that can also include any custom fields that are required - Allow for members to be approved or rejected before added to the actual list - Allow for members to have status as; pending, active or inactive - Allow for members to be edited by an admin - Allow for members to be displayed on a members page (with custom member shortcode) that can be modified. So that the member page can include select information (such as name, website url, blog category, status) and be sortable by that information. Also optional members per page, and search. - Allow for shortcode statistics that can be displayed on the website that include the number of total members (active and inactive), active members, inactive members and pending members // Comment Exchange - Allow for members to have 3 (or set number) of other members randomly generated each week (or set time) that they must comment on. Preferably this would happen automatically at a set time and only active members would be selected. - Allow for members to see in the email what websites they have to comment on and which members will comment on their website, within a set period of time. - Allow for last random members to be recorded and not used again (in case a member is given the same random members again) - Allow for an ignore list, in which a member can be skipped from being chosen. If automatic emails cannot be created. If there can be an option to ‘send mail’ in which a ‘Comment Exchange’ email is sent which can include the mentioned above. // Member Emails - Allow for members to be mass emailed and shortcodes to be allowed within emails (such as a members name, email, website or custom fields) - Allow for members to be pass emailed per status (pending, active, inactive) - Allow for members to also be emailed individually - Allow for email templates (with use of shortcodes) This is the general idea of what I am interested in at the moment.
