Basic Design Program Required

We want to create a basic designing program, which can create slides to input onto a USB stick to be displayed on a TV. As you know that most people do not have much knowledge of design, so the program needs to be easy to use, and just have very basic functions. Below I have listed some functions which I think the program needs, there may be others that are required, but I will leave that to the developer to input their thoughts. When the program open it should as for the File Name, and Dimensions, Dimensions can be entered in Pixels, CM and MM. Pixels should be the default. After the user has entered the details it should a create a page, where the customer can begin their design. On this page the work area, should fit to screen, with the option to be zoomed, or show the actual pixels. The program should allow the following – Drawing of Squared, Circles, Arrows, Ticks Input of Text in Many Fonts, Sizes, Colours, and other text options (This should be in text boxes, and can be placed anywhere on the page. Input of Pictures, which can be placed anywhere on the page. A default picture library, where the user can select pictures, that we have already input into the program Option for background colours, but also background pictures. There also needs to be an option where the customer can select background style that we already put into the program Special offer symbols Any other extras the developer feels are necessary. After the user has created the design, they need to have an option to save, the save formats should include JPG, GIF, and all other picture formats. The software needs to be licensed so it cannot be copied, and also we need to have a key generator. The software must not reproduced for any other customer within the UK, and its source code should be given to us. This is an on going project for the developer, as we will need to upgrade the software and add new features every few months to keep up with the demand in our market. It should be a desktop application.
