Finish a classified Ad website with multiple areas& payments

The website has already been built but it is incomplete and the company working on it seems to have some internal organizational issues. Therefore it might take too much time to complete with them. What is it? It is a Classified Ad website How is it? The website has one "mother homepage" from which you can read and/or post free "basic classified" ads or go to 4 sub-areas. What are the areas? Basically the Homepage is the "Basic Classified Ads" area. It has a search bar that can search any Ad in any Area of the website (see below the other areas). Then: 1 Motoring Area that uses the same database as all the rest of the website but which shows a slightly adapted search bar 1 Real-Estate Area that uses the same database as all the rest of the website but which shows a slightly adapted search bar 1 Job Area that uses the same database as all the rest of the website but which shows a slightly adapted search bar 1 Pro Area that uses the same database as all the rest of the website but which shows a slightly adapted search bar What are the specificities of each area? Basic Classified: Any user, registered or not, can Post an Ad for free. User can also pay to add some options to his/her Ad (like more pictures, longer life lentgh, include the Ad in a Weekly Newsletter, have Zooming on pics etc...) Motoring Area: Any user, registered or not, can Post an Ad for free. User can also pay to add some options to his/her Ad (like more pictures, longer life lentgh, include the Ad in a Weekly Newsletter, have Zooming on pics etc...) + Registered users can buy a dedicated webpage (which I call a "Shop") where he/she can gather all his car ads Real-Estate Area: Any user, registered or not, can Post an Ad for free. User can also pay to add some options to his/her Ad (like more pictures, longer life lentgh, include the Ad in a Weekly Newsletter, have Zooming on pics etc...) + Registered users can buy a dedicated webpage (which I call a "Shop") where he/she can gather all his real-estate ads Job Area: Any user, registered or not, can Post an Ad for free. User can also pay to add some options to his/her Ad (like more pictures, longer life lentgh, include the Ad in a Weekly Newsletter, have Zooming on pics etc...) + Registered users can buy a dedicated webpage (which I call a "Shop") where he/she can gather all his job ads + candidates can upload their CV's + Employer, after payment, can search the CV Database Pro Area: Only registered can Post an Ad for free. User can also pay to add some options to his/her Ad (like more pictures, longer life lentgh, include the Ad in a Weekly Newsletter, have Zooming on pics etc...) Only registered users who have paid can see the contact details of the Ad Poster Non-registered or registered users that did not pay can see the Ad but not the Contact details + Registered users can buy a dedicated webpage (which I call a "Shop") where he/she can gather all his car ads The website has a Flash map. Basically if you don't choose any country you will automatically see the Ads for all the countries. If you choose a country or a region you will see the Ads of these latter. The website should be as automatized as possible. It has many areas where to put ad banners for companies whi would like to advertise on the website. Depending on the opportunity, some banners will be fully managed by Google Ad Sense and others companies will be able to upload their banner for a certain amount of time against payment online. The website has a forum. Most of these have been built. But let's say that mistakes have been made (which need ot be corrected) and several technical aspects has not been done. What I need is someone good enough to understand what is needed and complete it in few weeks for a very reasonable price (as I am not a company but just an indivdual). The design is also already made. You will find below a list of things I have recently ask the company to do or double-check + some reminders (reminders because usually this or that thing has not been made yet). > ALL ADS (EXCEPT ADGULF PRO) CAN BE POSTED WITH AND WITHOUT REGISTRATION (to ensure a high traffic on the website = better advertising...) >ADS CAN HAVE PAYABLE OPTIONS AND OPTIONS CAN BE SOLD SOLELY OR IN PACKAGE OF OPTIONS (ex.: you but 2 options = you get 2 options free) >ADS CAN BE POSTED WITH AND WITHOUT PAYABLE OPTIONS BY REGISTERED AND NON-REGISTERED USERS >SEARCH CRITERIAS AND POSTING CRITERIAS MUST LOGICALLY MATCH EACH OTHER >WEBSITE MUST HAVE 1 DATABASE FROM WHICH I CAN SORT AND EXTRACT INFO. ABOUT USERS+PRODUCTS DETAILS/BEHAVIOURS >WEBSITE MUST HAVE 1 DATABASE FROM WHICH USERS CAN SEARCH ALL ADS FROM ANY AREA (AT LEAST IN THE UPPER SEARCH BAR) >PEOPLE/COMPANIES CAN INSERT THEIR BANNERS/ADVERTISING ALONE ON THE WEBSITE (ALONG WITH GOOGLE AD/ YAHOO AD INSTALLED) AGAINST PAYMENT ONLINE >>>EXCEPT IF USING ONLY GOOGLE AD OR YAHOO AD IS MORE PROFITABLE THEN NO NEED FOR PEOPLE TO PUT THEIR ADS ALONE AUTOMATICALLY ONLINE. WE CAN KEEP THIS OOPTION FOR LATER. >USERS CAN BUY AND MANAGE THEIR OWN "SHOPS"/"AGENCIES" IN THE WEBSITE (= dedicated pages = you need to create them and create somehwre to see how they look like so that the user wants to buy them) >REGISTERED USERS CAN MANAGE THEIR ADS+BOUGHT AD OPTIONS IN THEIR DEDICATED REGISTERED AREA >WEBSITE HAS A DISCUSSION FORUM >WEBSITE HAS INSIDE IT 5 AREAS: CLASSIFIED/PRO/MOTORING/JOBS/REAL-ESTATE >WEBSITE IS AS AUTOMATISED AS POSSIBLE etc................. Have the team done its job of double-checking why is there the presence of any element in the website? is this or that element correctly linked or working? Have the team double-check everything before being able to say it has complited its job? Did it make sure that any tab or page has the text that should fill it? (example for contact us or Advertise with us or HELP pages etc...) Did it double-check the logic of all the Registered User side? Did it double-check the currency conversion and prices were correctly working/showing? Did it double-check how Users can buy/build shops/how they appear on the site/how they pay for them etc..?(because I don't see this option at all yet!) Did it double-check that the Databases are correctly working? Did they do testing on that and showed/written to me about results of their testings? Did it double-check the security aspect of the website (intrusions/wrong links that takes you in restricted areas etc...)? Did it double-check all the most important exchanged documents to make sure nothing has been forgotten? Did it double-check the solidity of the overall website? Did it double-check and explained to me how the advertising system for companies (banners etc...) is working and connected to payments? etc............... The website will be fully in English but once it is complete it will also be translated and receive an Arabic version. Website must be readable on SAFARI, CHROME, IE, FIREFOX, OPERA. I would deeply appreciate anyone who could make also an iPhone (smarphone) friendly version + Blackberry App and iPhone App...but these are options.
