382378 SEO/Marketing - More traffic

Here is a little Marketing / SEO project: I have a website - need traffic. I have daily marketing budget starting at $100 for SEO and marketing that should generate some traffic. I am thinking that possible solutions would be SEO, pay-per-click, banner exchanges, linking, blogs and posts, referring pages + more? Also, I would need some suggestions how to modify the site itself to make it SEO friendly. Budget could be increased if results are coming. I really need someone with good experience and track record. Marketing and design experience definitely a plus. I need someone to setup the process and advise how to utilize budget most efficient way. Also, It needs to be done legal way (no hacking!).
