program to create png file (blank and transparent)

This program is really simple. When it it run, it asks three things: 1. the width of a blank transparent png file 2. the height of a blank transparent png file 3. the output file folder The program would always generate a default file name like this: if w=24 h=48 then filename=[login to view URL] The program must handle w from 1 to 1024 (minimum) and h from 1 to 2048 (minimum). I'll check with those extreme numbers I don't want any other function, nor fancy user interface. Just give me best quotes. If I give the bid to anyone, he/she must deliver the program in 1 day
