PHP admin menu needed

hi, i have a XML and flash component. i need a PHP script/ admin menu nothing fancy, no designs, just frame based left menu and a top for banner. that will add, edit , delete nodes off the xml files.(3) this would also have the ability to upload images and files to the server. due to excess wrk on my hands can't do it myself , i need this quick, am on a tight budget for this. so please dont bid high.
