I had a hard time to figure out how to bid this project, because the description lacks some key information. - There is no mention about the data storage mechanism you use, is it filesystem, sql, nosql? Do you use doctrine? - There is nothing about what data exchange format you use by the REST API. REST APIs must use a hypermedia format according to the Fielding dissertation, not just plain JSON. Do you use JSON-LD, HAL, ATOM or maybe Collection+JSON? - What authentication mechanism do you use? Server side sessions are not stateless, so you must not use them by REST. Do you use oauth? - Will the application have 3rd party clients? If not, then why is it important to use a bleeding edge technology like REST (there is no standard solution yet hydra w3c group is working on it)? Ofc. if all you need is a RESTish webservice using HTTP methods for CRUD, like most of the websites have, then it can be done easily. I am probably not the best bidder by this project, I never used bootstrap and codeigniter in production, I just needed to ask this questions. Good luck! :-)
