Create custom notification system for wordpress

Hello All, I am looking for some custom code to manage blog post notifications on my word press website. My project is split into two tasks: 1) produce a back end function that allows the admin to select if the author of a post should receive notifications. 2) produce front end functionality to allow the author (who is logged in) to see a list of their blog posts and select whether they wish to receive notifications.
