Artisan doesnt output anything (Command in laravel)

We have set a Laravel Project on Azure Server. The Project is working fine and also the Composer Command is working fine. When we run any artisan command, for e.g. "php artisan", it doesn't outputs anything. No Error message is displayed nor logged on server. We checked with following points, 1. Settings all Rights to folder 2. Validating [login to view URL] 3. Checked Artisan File to be valid 4. Storage Folder has all required files We need if any more solution can be checked/tried on our server to make the artisan command work.
