Automatically Fetch API in Realtime and Update on Wordpress Page

I don't want to use any plugins. I have a local JSON file that will update with live updates from me. I want this information to fetch every 15 seconds or so and update a wordpress page with the new content. I DON'T want to use any wordpress plugins for this. So some php or AJAX is fine. I will need to implement on a page so it needs to be able to be added to template files not using any shortcode. It will fetch data from an already created JSON feed.
