Build Me a Website for E-Signature

We would like to hire a Web Developer in order create our own Website for our Members to E-Sign when requested. The details should be in Greek (we shall help to that), must have Audit Trail, Secured with 256-bit SSL Encryption, Generate Receipt to Sender, and the ability to Edit their details and to Import or to Draw their Signature. Website should comply to the GDPR Regulations. Developer should write code in PHP.
