I have an HTML template that needs to be converted to Wordpress Theme. I won't pay upfront and the final payment will be done only after a through review. I am a software engineer myself and due to lack of time I need this to be done by someone else. The template contains around 700 HTML pages. Since its just conversion, I believe this should not cost much time and money. My budget is $200 only.
