Will be the same app for both web/ mobile dev. Preference first to web app development being priority. Without giving too much away upfront, the general idea is wanting to build an app that allows users to pick between options presented to them in a simple swipe format/ click yes or no format. there will be more features such as a dashboard, user profiles,login system, etc. want the web app built in preferably PHP, but node.js is also acceptable. NO LARAVEL FRAMEWORK please.
