I can do the job! I propose VBA excel based, with forms and sheets for user interface. Database in other sheets. I can also add a language configuration sheet where you would have a column for default programmed English and other columns for french o other, this language configuration would affect all text visible in the forms. Visual design will be very good since I am also a graphical designer.
