Hello there, I reviewed the document you shared and even though I could develop the entire system in Excel, I would recommend a web-based implementation only because of the fact that you mentioned your engineers may be located onsite and may not always have access to your network. Also, the kind of dashboard and workflow you are looking for (access controlled, having hierarchies), is best done over web. It can certainly be done in Excel as well and I have done some complex processes like yours for clients who had a strong reason to opt for it. In excel it would cost around $1500 for the effort required. Can you tell me your preferences and I would be able to suggest a suitable setup based on that? Look forward to hear from you.
