Description of consulting work: We would like assistance in preparing an application to gain acceptance onto the West Australian Government Panel, Common Use Agreement (CUA 14008). The CUA 14008 is an agreement for all WA public authorities purchasing ICT services, and allows government buyers to procure services from suitably qualified and experienced software organisations.

I would love to assist you in getting on the panel for ICT in WA. I used to work for the WA Government and have actually spent significant time assessing such tender documents (although never an ICT one). I have used the ICT panel though.
If you've done an application for a panel or any government contract you will know you need to follow the tender documents exactly. A small omission can render your tender invalid - I have actually been involved in one where the Director of a company forgot to sign the front page and we rejected it!
I understand that you are seeking assistance and as such I can provide support to you on the writing and document preparation side. Issues such as technical compliance, costings and the like will be your responsibility, although I am happy to ensure the writing is correct and persuasive.

I am a certified Project Management Professional and been a proposal writer for IT Service firms in India such as the TATA's that handle global contracts for key clients in the managed IT services industry. The main parts of a proposal that I would put my magnifying glass on would be - the 'assumptions', 'exclusions' and 'terms and conditions'. This is when the 'scope of work' is finalized and commercials are in line with the customers budget.
I have over 8 years experience in working with clients in helping understand functional/business requirements from customers, interface with customers to understand their needs and own the proposal drafting work end to end I also possess the ability to Provide Winning Theme & Create Customized Presentations, Marketing collaterals and Proposals to ensure that the prospects requirement for data & information are met.
For this project, I don't know how far you've gotten with your draft and I've quoted 16 hours effort but would like to discuss before the time estimate is finalized.
