I used to work for the WA Government and have actually spent significant time assessing such tender documents (although never an ICT one). I have used the ICT panel though. If you've done an application for a panel or any government contract you will know you need to follow the tender documents exactly. A small omission can render your tender invalid - I have actually been involved in one where the Director of a company forgot to sign the front page and we rejected it! I understand that you are seeking assistance and as such I can provide support to you on the writing and document preparation side. Issues such as technical compliance, costings and the like will be your responsibility, although I am happy to ensure the writing is correct and persuasive.
