Super Complex Cross Platform Rust / WASM Mobile and Desktop Apps System and QA

Please have a look at the attached files for some details. Some areas have not been emphatically written about. My budget is between 4k and 8k usd. Please allow for six months of possible technical support. The wireframes are outdated so wherever there is a conflict between the two files the GFIUP SRS should have the final say. And if you see anything in the SRS file that doesn't make sense to you, please consult me personally. Here are the skills required: ScyllaDB, GraphQL, Rust and Rocket framework, and ReactJS. I'd like a fork of Tor or Firefox, a web app that allows anything that's online to be contained on our domain, and native apps (mobile and desktop) for those who don't use our browser. The project is so massive that I am sure I have failed to provide complete documentation. This is for a charity, so be nice with your quotes. If you're one person with all the skills working fulltime, it should take 1 - 2 years to complete it, including all the QA tests. Make sure you comment heavily in your code. All source code should be submitted to me.
