Advise/Design/Build Salesforce app - Salesforce developer required

I'd like to speak with suitably experienced Salesforce app developers who can understand my requirements and advise on the best possible outcome.
Once the freelancer is selected, I require them to build a custom Salesforce app/plugin that can interact at a Salesforce account level and have a number of integrated features ranging from;
- Receive SMS (will also consider email) from numerous users and interact to a relevant account on salesforce
- Content/format of received SMS will be "@AccountName This is a test" (140 character limit). Where '@AccountName' will link to the relevant account in Salesforce, and the 'This is a test' will appear in a custom UI (novelty visual representation of text data) within the account.
