Build a Roulette Computer

This project is to design a Roulette computer that will monitor all aspects of the roulette wheel and make an accurate prediction as to where the ball will land at least 5 revolutions before the ball lands. This is completely legal. - The prediction must be at least accurate to a quarter of the wheel in the direction the ball is moving. But preferably 1/5th or better; - The prediction must be relayed to the user in a discreet manner within at least 5 revolutions prior to the ball drop; - The Computer will ideally make an exact prediction at least once in 20 spins; - The hardware for the computer can be completely bespoke or can use the technology of an existing mobile phone. This aspect is negotiable; - The computer must NOT be openly visible to people. It must be designed so that it can operate without being detected; - The computer and its software must be fully upgrade-able for use with future hardware improvements; - The computer must be able to make accurate predictions in areas where lighting may be relatively dark. Think of a Casino environment; - Ideally the computer can be used with Online and Offline Casinos. Offline. meaning physical premises.
