Visual Basic Project for MAC -- 2

I am working on a scraper project for a client. My client is running a MAC operating system. Your job will be to guide me / teach me how to make a MAC application and answer any questions I may have regarding the process. You must have Skype to communicate. A few sample questions I have are: 1. Is it possible to create a MAC application using Visual Basic? 2. Have you ever used MONO to create a MAC application? 3. If it is not possible to create a MAC app via VB, then which language do you use? I am familiar with C / C++ but not C#. 4. Are you familiar with Xamarin Studio? Is there a web browser control for it? 5. Is there a way a MAC user can run a Windows app using some sort of virtual environment? I expect you to put some thought into the sample questions and answer at least 3 out of the 5 in your bid. I expect you to guide me through the whole process of creating this MAC scraper and help when necessary. I should be able to create my own MAC app at the end of this process. The project I have with my client is for $100 dollars so please keep bids under that amount. Ideally, I am looking for someone who can answer questions for about $40 dollars and if all goes well I am willing to give up to a $35 dollar bonus depending how involved the freelancer gets.
