Hi, I'm a Delphi developer with more than 30 years of experience (yes, since the time it was first introduced as Borland's Turbo Pascal). The past 20 years I worked (full-time, in-situ) for two international organizations; the IATTC, in San Diego, CA, USA, and the Food and Agriculture Organization (FAO) of the United Nations, in Victoria, Seychelles. I'm currently retired, but I'm doing some freelancing to stay busy, and up-to-date in the area. In addition to Delphi, I have extensive experience designing and implementing database using several well known DBMS (MS SQL Server, MS Access, MySQL, Firebird, Postgre SQL, Oracle, etc).
Converting a Delphi 7 application to a web application, which is what I understand you want to do, amounts to basically re-writing the whole application. We could reuse much of the Delphi 7 code, if we stick to Borland's (now Embaracdero's) technology (which is what I would recommend initiatlly without having more information. Another option, assuming the application is not heavily UI based, could be to put existing code in a library, and used it from there. Also there's the approach of re-wrting the whole application in something like ASP.NET. The best approach requires more information and discussion with you.
