HmailServer VBscript or Addon to validate Recipient email though API before send out

Hello we use HmailServer 5.6.3-B2249, and to keep our SMTP Reputation high we need to validate any new Recipient email address when any one try to send email out our hmail server, we will need to create a local DB / ad a table to hmail DB (current DB is MySQL) work scenario - user will send email to hmail - hmail will check if this email is exist in the table / DB - if exist will check its status (if this email is valid or not) and the last validation date (if longer than three months will double check on it again) - then if the email not found in the DB or need to validate again hmail / code will call API and Get respond in Json - API will respond with result code - if email is valid will add this email to the DB with valid status with current date in last check and send the email out - if email is not valid will add it to DB with not valid status and current date in last check and reject to send to this Recipient and return the email to sender to notify if you can do this task, pleas reply with your bid and add a sample of your work on Hmail server scripts or Addon Thank you
