I read through your description. Do you want this accounting software to be web-based or a software you install on a PC? What sections/features do you want the software to have? Payroll, Ledgers, Billing, etc? If you want a web-based software, I would use Ruby on Rails or ASP.NET with C# depending on what type of server you will run the application on. Linux vs Windows. If you want a software that you install on a PC, I'd use c++ and/or C#.
