Create an Animation

Hi there, I am looking for someone who is able to make a 2D short video animation for me to help my specail needs children. I have a basic story line and would provide the images of the characters and backdrop (which will need a few alterations). The images would need to move i.e. the mouth would move up and down or a fish fin moving side to side. I will need voice over of roughly 3 different characters (2 boys and 1 girl) in English. I would like the video to be in HD (1080p). Once the video is complete I would like all rights to the completed video to freely use it with other childen years to come as a tool. I would also like the video to be completed within a weeks time for $50 as a flat rate. If the animation video is completed sooner (within 3 days) the individual will recieve an additional $20.
