If this project is already making use of any dependencies or libraries I would have to be updated on this dependencies e.g(CSS libraries or javascript libraries). I would prefer to use some CSS libraries to make the development faster but it depends on the client's specification and requirements. By default, all components would be built functionality first and any other additional design would be added last if required. The development setup depends on the requirement of the client but with some exceptions with the version of certain tools.
