Sending data from PS to PL is REALLY expensive. A lot of things can go very wrong in the process - especially if the weather is bad. Now seriously, if you want a serious estimate - you should provide some more information.

Some of techniques like FSM, up and down counter as well as FPGA Spartan 3A/AN clock is running on 50MHz frequency that is so fast that it is impossible for human eye to see change in value.
