Need a small background web server exe that will send UDP/TCP messages

Hi I would like someone to build a tiny web server in Windows OS, very basic, very low traffic server without scripting technology, it needs to do at least a few things. It's a small budget item let me know if you can do it at on a small budget, thanks. 1. serve basic html pages & images stored on a local folder just like any web server 2. Supports Windows OS from XP to 8 3. Standlone - no installer, no extra library or components to install, just run the exe in the package and it is supposed to run on its own. Configuration via an standard text file (INI file) 4. Runs in the background, no GUI or dialog box. Will need a way to quit itself (e.g. via INI parameter config) 5. Option to re-transmit the HTTP request as a UDP and TCP message. The server does not require to listen to TCP/UDP port though. Example scenario: the web server serves a html page with some image buttons & text field, e.g. 0-9 the client browser's user type text in the text box e.g. "hello" and press a button e.g. 5 and it will send a request to the web server so it knows "hello" and 5 is received, it will then re-transmit or broadcast the message "hello,5" (or the complete HTTP request as text) to a local listener program (which I already have) via UDP, UDP broadcast or TCP. It's ok to reuse web server program of your own or public domain source code which you are entitled to modify.
