Divide project into tasks, define main categories+structure

We have project -- here is description video: [login to view URL] Finall product will be open source soft. We have a lot of members, which want to help us to build this project (about 200 - 600). We need someone, who will manage this project. At start he must define main circles/tasks of this project. Than divide this tasks into subtasks and sub-subtasks, etc. It must contain only subtasks, which will have a duration only 3-8 man hours. We need define main structure of this project, basic architecture, maybe programming language (we start at python, but we havent enought people which knows python.). Some requirements of this portal was written. We have redmine ( [login to view URL] - here we have also requirement in wiki written) tasks management system, which you have use for this. Budget for this project isnt set. If we find some freelancers for this work for free, it will be best. If not, we will choose from your bids (price, skills, etc). Or we can agreed on some non-financial benefits (propose. e.g. we help you as community with your project or something like that). If you need more informations, pls contact me.
