Adding small animation to an existing drawing

Taking an existing drawing and adding edits / small amounts of animations to be rendered into a movie clip, lasting around 5 minutes. Edits to be made 1) Remove the person standing in the bottom left completely 2) Animate the ship in the background to fly into the picture, slowly from left to right • The ship should start out of the picture all together and then float in from the left, fly across the sky and exit on the right • Flight/animation time should be around 15 seconds from entrance to exit • The same ship will then fly in again (from left to right) around 4 minutes later 3) Having a little looping animation on the clouds is an added extra but not a necessity Current file is in JPEG format and should be rendered in native format of 1900 x 1200. Output format isn't important, any common movie file is fine but mp4 makes the most sense. Duration from project acceptance - 3 working days. (based on mon-fri standard working week)
