Custom Email Software Application

I'm looking for someone or a company to build a custom emailing software application that does the following: 1) Allow me to switch domain names and IP addresses being used for the mailing. This should be done either manually, or I can set a time frame, for example it switches domain names every minute, every 5 minutes, and switches IP every minute, every 5 minutes etc. Basically a rotation system. The reason for needing the switch is when mailing high volume, whether it is opt-in or not, there is a restriction on the amount of mail that can be received per minute/hour/per domain per ip etc. For example, my lists are separated based on the ISP that I sending an email message to. So in this example, let's say it is Comcast. I would be able to set the following for the mailing: a) # of connections per IP address: 2 b) # of recipients per message: 1000 That simply means that I would have a maximum of 2 "thread" connections per IP address with a maximum recipient list of 1000 within each thread message. The software would need to allow me to input the IP addresses and domain names that need to be rotated. 2) The program should utilize Domain Keys (this is mainly for when sending to Yahoo). For more on this see the link below: [login to view URL] 3) Of course it should have an editor for composing the messages, which allows me to view/edit source code. 4) It should have built in function for separating bounced email addresses, and having those bounced email addresses automatically removed from the list. 5) Should have an automatic unsubscribe function to ensure we are 100% Can Spam Compliant, and the unsubscribes should be automatically removed from the list as well. 6) Of course I should be able to import email lists to the application for sending. 7) Seed Address (should have built in function) that I can input an address that would have mail sent to every 1000 emails or whatever figure I input. This is just to make sure that while the mail is going out, that it is still "hitting" the inbox. 8) Auto detect DNS servers or be able to input DNS server. 9) Should have it's own built in MTA (Mail Transfer Agent). 10) This software is to be built for Windows (installable application) Since this project is very important to me, I will need to be assured you can actually complete this before I deposit any funds, as I do not want to run the risk of having to go through litigation if you are unable to deliver. I want to work with honest individuals, who are willing to show they can get the job done, and be paid based on the progress. Each time you make significant progress funds will be released to you until the job is completed. Do not bid if you do not agree with this.
