Hi, This can be designed in C# windows application. Application will have facility to save mobile number, create Group and assign numbers to Group. SMS can be send to Group or individual mobile number. Log for each MSM will be maintained in database. To send SMS you need to provide SMS gateway that will be used by application to send SMS. I have 8.5 years experience in C# and SQL Server.
