Scrape PDF data into Excel -- 2

Project Description If you can successfully scrape all of Afghanistan as described, you will be rewarded the contract! Please give a time estimate, whether machine scraping or hand coding. This is a time-sensitive project, the sooner the better. *** Please familiarize yourself with the specifications below, and respond with your intended approach as well as any questions or comments you might have. *** This project will pull information from all of the treaties held at the U.S. Department of State website ([login to view URL]) from the linked PDF ([login to view URL]) and output the information of a standardized format into one excel files. This project also requires a high degree of accuracy. Frequent iteration is required. Only section 1 Bilateral Treaties and Other Agreements, up to page 325 of the text, or 335 of the PDF. Transcriptions Rules: - Each spreadsheet will be labeled with the Country name. - - The table will list the category of the treaty, name of the treaty, location of signing (if available), date of signing, date entered into force, delay in days (if exists, between signing and ratification), and Reference Codes for any possible sources – including but not limited to RefCode UST, RefCode TIAS, RefCode UNTS. - - - See attached example file for further illustration - - - Country and non-Country participants must be coded according to their title in the document - - - - If a treaty does not have any codes associated with it (UST, TIAS, UNTS) there should be a “NP” at the bottom of the paragraph – code as NP under TIAS in the excel sheet. (See Argentina, pg 16, Mapping, Agreement 2, for example) - - - - If a treaty has the type of treaty list, but no numbers associated – code as TIAS, UNTS, UST, or the appropriate designation. (See Argentina, pg 16, Investment, for example) *** A proposal that can ensure the above requirements as well as other notes in the PDF that may arise will appear much more attractive. Notes sometimes contain information regarding countries that are no longer “alive”, as well as participation statuses that have been passed on to successor states. There are only a few countries for which this applies to, so generalizable rules should be easy to apply. (For example see Azerbaijan on page 24 of the PDF.
